22.04.4 のとき何も考えずに実行できたが、24.04 では python 3.10 から 3.12 に上がったのもあるが、エラーでインストールできず。

検索すると環境によっては以前もあったらしい。

「乱用はするな」という前提で（自己責任: 私は Docker も Jupyter もしない）

pip install package_name --break-system-packages

という方法はあるようで、それを省略する方法として（自己責任）

python3 -m pip config set global.break-system-packages true

とすればいいようなので、これを採用した。
すると pip install yt-dlp も成功できた。
